CAMP ELIAS ANGELES, Pili, Camarines Sur-In response to various challenges and demands in today’s dynamic operational environment, the 9th Infantry (SPEAR) Division refilled the 22nd Infantry (VALOR) Battalion and started its enhanced combat training, Monday, March 9.


The ceremonies, which was presided by Col. Aldwine Almase, the Joint Task Force Bicolandia's (JTFB) Chief of Staff, and the assumption of Lt. Col. Henrito Managay as 22IB's Commanding Officer, marked the reversion of the Valor Battalion from a CAFGU into a maneuver battalion.


The Spear Division under MGen Fernando T Trinidad believes that the reinstalled maneuver battalion will be instrumental in achieving the Army’s intensified campaign against communist terrorist groups (CTG) and advance programs in attaining genuine peace and order in the Bicol Region while at the same time continuously pursue organizational growth.


Furthermore, Col. Almase expressed his confidence and congratulated, Lt. Col. Managay along with his reminder to always provide his troops with wisdom and trust in every action towards accomplishing their given mission.


Meanwhile, Lt. Col. Managay also assured the Division of his readiness in accepting the new challenge which he considers as another open door for offering selfless service to the country and its people.


On the other hand, MGEN FERNANDO T TRINIDAD AFP, Commander of 9ID emphasized in his message the desire of the Command to ensure that the warrior ethos runs through the veins of every individual soldiers and their fighting stance strengthened by having the right frame of attitude as professional soldiers, set of skills as a combatant, and with sufficient knowledge to effectively and efficiently deliver the organization's campaigns, thrusts, and programs of ending armed conflicts and CTG's disturbances in the community in whole Bicol Region.



CAMP ELIAS ANGELES, Pili, Camarines Sur-Two innocent civilians were hurt in the recent desperate attack of the Communist Terrorist Group (CTG) against the government troops and the peace-loving community in Barcelona town in Sorsogon province, Saturday, March 7.


According to the report, communist terrorists fired upon the Community Support Program (CSP) team from the 31st Infantry Battalion (31IB) based in Barangay Santa Lourdes around 8:00 in the evening which prompted the troops to retaliate.


The indiscriminate firing made by the CTG stirs up the residents and left wounded casualties Giselle Emberga,18 and a certain minor due to shrapnel of CTG's grenade-launcher blast. The identified wounded civilians were immediately transported to the nearest hospital by CSP team for necessary treatments.


The dastard act of terror launched by the CTG placed the community in peril and danger while disturbing the resident's tranquility by attacking at wee hours. Residents of the community strongly expressed their dismay and anger over this violent action by the CTG members for this is a clear attack on the lives of the people living peacefully in the community which is considered as human rights violation.


Meanwhile, Lt. Col. Eric Culvera, Battalion Commander of 31IB assured the public that government troops is not putting its guard down and will continue to strengthen the security measures in the area to prevent the CTGs from hurling the same atrocities which he said, is a clear violation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).


Aside from CARHIHL, CTGs also violated RA 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and other Crimes Against Humanity. Under Chapter III, Section 4 (c) (5) of the said law, "launching attack in the knowledge that such attack will cause incidental loss of life or injury to civilians" is strictly prohibited.


Furthermore, Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP strongly condemned the incident which is another proof of the CTG's intention to sow fear and hinder the people's aspiration for lasting peace.


JTFB believes that these kind of crimes are staged only by CTG members who no longer care for humanity. Nevertheless, JTFB firmly convince that there are some CTG members who condemned this kind of inhumane attacks.


Hence, Gen. Trinidad once again underscored the call for all armed insurgents especially those members who are enlightened and personally denounce this kind of terrorist's acts to surrender, lay down their arms, join their families and to cooperate in attaining a genuine peace and order in whole Bicol Region.



CAMP ELIAS ANGELES, Pili, Camarines Sur-As a head start in their journey to a more peaceful life, two former rebels who recently surrendered to the government were given financial aid last Friday, February 28.


Department of Interior and Local Government (DILG) and the provincial government of Camarines Sur led the awarding which was held at the Capitol Convention Center in Pili. Beneficiaries of cash assistance were alias Mimoy, former finance officer of Norben Gruta Command and alias Randy, commanding officer of Militiang Bayan.


Both of them received a livelihood assistance amounting to P50,000 and an immediate assistance amounting to P15,000 while Randy, who surrendered a firearm received an additional P60,000 firearm remuneration under the government's Enhanced Comprehensive Local Integration Program (E-CLIP).


Enhanced Comprehensive Local Integration Program (E-CLIP) ensures that former rebels can avail a holistic package of benefits such as livelihood, medical, education, housing and even legal assistance.


According to Francia Abaldonado, Local Government Operations Officer of DILG-Camarines Sur, E-CLIP aims to assist the surrendering rebels while they undergo the process of reintegration in the mainstream society.


Meanwhile, Lt. Col. Emerson Sumilang, Battalion Commander of 9th Infantry Battalion (9IB) urged the remaining members of the Communist Terrorist Group (CTG) to surrender as well because President Rodrigo Duterte and the government are serious to help them to start anew.


Furthermore, Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP believes that the snowballing number of surrenderers is a clear manifestation of how operative and effective the intensified campaign against insurgency.


Nevertheless, JTFB once again called on the Bicolanos to unite and work hand in hand with the government to put an end to the 50-year old insurgency problem in the country and attain a peaceful and sustainable developments in the communities.



CAMP ELIAS ANGLES, Pili, Camarines Sur-A P12 million worth of livelihood project under the Payapa at Masaganang Pamayanan (PAMANA) was inaugurated in Bula town, Camarines Sur province, Thursday, February 27.


Residents from the Barangays of La Victoria, La Purisima and Panoypoyan are the beneficiaries of the newly constructed Abaca Fiber Production Center and new equipment for coco coir production and other livelihood programs such as farm animals raising and sugar candy making.


Town Mayor Amelita Ibasco expressed her gratitude to PAMANA for choosing the municipality of Bula as one of the recipients of the project.


PAMANA is a national government’s program "that extends development interventions to isolated, hard-to-reach, and conflict-affected areas, ensuring that they are not left behind.”


Col. Tommy Deliva, Battalion Commander of 83rd Infantry Battion (83IB) underscored that this development is a proof of the government's sincerity in providing quality service to the public especially in terms of livelihood programs.


83IB is very instrumental in realizing the implementation of the project following the creation of Bula Task Force for PEACE last year which also paved the way for more projects intended for uplifting the lives of the residents in the said town.


Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP lauded the commitment of 83IB and their partners to consistently meet the needs of the populace which is anchored in the Executive Order No. 70 (EO 70) or the Whole-of-Nation Approach which end goal is to solve the insurgency problem in the country.

Also present during the event were Paul Escober, Area Manager for Bicol-Quezon-Mindoro of PAMANA OPAPP and representatives of various government offices.



CAMP ELIAS ANGELES, Pili, Camarines Sur-Forty-eight supporters of the Communist Terrorist Group (CTG) from Barangay Sta. Cruz and San Ramon took their oath of allegiance with the government in Barcelona town, Sorsogon province.


During the 31st Infantry (Charge) Battalion's "Pulong-pulong", said CTG supporters denounced the communist terrorists, withdrew their support and condemned the group's atrocities.


The "Pulong-pulong" which is part of the Army's intensified implementation of Community Support Program (CSP) aims to provide venue for dialogue and facilitate the resolution of issues and concerns in the community.


A testimony from a former rebel revealed that the CTG members are convincing the people that the problems in the society can only be solved through revolution when in fact, it only promotes division and spreads violence.


Lt. Col. Eric Culvera, Battalion Commander of 31IB delivered his message and strongly reiterated the government's call for unity for the all-out campaign to end the 5-decade armed conflict.


In the said event, Charge Troopers offered free haircut to at least 100 residents while different government agencies conducted information drive about their respective programs.


Barangay officials also expressed their gratitude to the military and the government agencies for their utmost support and cooperation.
