CAMP ELIAS ANGELES, Pili, Camarines Sur-Former rebels carrying placards and posters crowded the main streets of Sorsogon City, last Tuesday, February 25 to strongly condemn the killing of rebel returnees staged by the Communist Terrorist Group (CTG).

 

The indignation rally also denounced all forms of violence, and atrocities committed by the CTG members.

 

It can be recalled that Antonio Benzon and Michael Donaire both former rebels were liquidated by the armed insurgents few days ago in Casiguran and Barcelona town, Sorsogon province respectively.

 

According to the protesters, the killing of former rebels who were already considered as non-combatants is a violation of the International Humanitarian Law (IHL).

 

Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP urges all Bicolanos to be more vigilant and to religiously participate in the campaign to end the Local Communist Armed Conflict as part of their social responsibility to attain genuine peace in Bicol region.

 

The JTFB leadership also encouraged the remaining CTG members to stop causing threat and suggesting fear against their fellow Bicolanos; and for their supporters to rethink in helping this communist group whose objectives were patently that the 5-decade armed struggle remains futile, whereas instead of helping the people build a community conducive for peaceful living, it turns on the contrary.

 

Furthermore, the JTFB leader emphasized that the government is more than ready to welcome the CTG members who will decide to return to the folds of the law especially now that they can avail numerous programs under the implementation of Executive Order No. 70 (EO 70) or the Whole-of-Nation approach to attain sustainable peace and to end Local Communist Armed Conflict.

 

 

CAMP ELIAS ANGELES, Pili, Camarines Sur-A Multi-Purpose Building intended for the use of the Indigenous Peoples (IP) Community in Napolidan, Lupi, Camarines Sur was inaugurated Wednesday, February 12.

 

National Commission on Indigenous Peoples (NCIP)-Bicol and Joint Task Force Bicolandia (JTFB) led the Blessing and Turn-Over Ceremony of Napolidan-San Ramon Multi-Purpose Building at 8 o'clock in the morning which was attended by the IP from Kabihug and Agta tribes.

 

In September last year, NCIP-Bicol and JTFB signed a memorandum of partnership agreement (MOPA), followed by the groundbreaking ceremony of the project a month later.

 

The said building has two partitions, a hall and comfort rooms. The hall can be utilized for the activities of the IP and can also serve as evacuation center should there be calamities.

 

Josephine Columbino, Chieftain of Kabihug tribe expressed her gratitude to the 565th Engineering Construction Battalion (ECB), the NCIP, the local government unit (LGU) Lupi and other partners who made the project a reality, "Nagpapasalamat talaga akong maray ta dakulang katabangan an ginibo samuya kan Engineering Battalion sa building na ini. Akala ko ngani nangingiturugan lang ako iyan palan pagmata ko totoo na palan."

 

[I am really grateful for the help extended to us by the Engineering Battalion for this building. I thought I was only dreaming but I woke up and realized that it is real.]

 

The IP community admired the dedication of the army engineers who worked even on rainy days and was able to finish the project within 65 days, almost a month earlier than the alloted 3-month duration.

 

Mayor Lilian Matamorosa on the other hand personally thanked the military for the the assistance and encouraged the public to support its campaigns especially in ending the insurgency.

 

"May iba akong nakakausap na may takot sa Philippine Army. Gusto kong iparating sa inyong lahat na hindi tayo dapat matakot kasi sila ang ating mga katulong, sila ang mga taong pwede nating lapitan lalo na sa panahon na tayo ay nangangailangan ng tulong," Mayor Matamorosa reiterated.

 

[There are those of us who are afraid of the Philippine Army. I want to let everybody know that we should not be afraid of them because they are our partners, they are the people to whom we can turn especially in our time of need.]

 

She called the soldiers "messengers" of the national government who carry information about the numerous plans, programs and projects of the government for the people.

 

"Alagaan [nila] itong building na ito kasi para sa kanila ito and then kung halimbawa masira ito kung halimbawa may dumaang calamity, willing kami na balikan uli ito at irepair," LTC Domingo Mestiola, Jr., Battalion Commander of ECB said.

 

[They should maintain this building because this is for them and if in case it incurs damage during calamities, we are willing to come back and repair it.]

 

NCIP-Bicol Regional Dir. Lee Arroyo thanked the Philippine Army for partnering with them and offering free manpower.

 

"Ako po proud na pigshi-share saindo na ini po an saro sa pinakaenot [sa Bicol] na proyekto kung saen dedikado talaga under the partnership kan mga ahensya na nagtarabangan," Dir. Arroyo underscored.

 

[I am proud to share with you that in Bicol, this is the very first project exemplifying dedicated cooperation through the partnership of the different agencies.]

 

Furthermore, BGEN PEALE JON BONDOC, Assistant Division Commander of 9th Infantry (Spear) Division thanked the NCIP-Bicol for the opportunity to help the IP community with the assurance that it will continue to partner with other government agencies in bringing efficient services to the public.

 

"Ang inyo pong 9ID na kumakatawan po sa ating Sandatahang Lakas ng Pilipinas, nandyan po kami para isulong ang kapayapaan, isulong ang kaginhawahan, isulong ang kasaganahan dito po sa ating mga pamayanan. Hindi po natin makakamit yan kung meron po tayong palaging rebelyon, kung meron po tayong laging sama ng loob sa isa't isa. Ito pong proyekto na ito ay isang patunay na pag nagsama-sama tayo, kaya natin... kaya nating magkaroon ng payapang komunidad," BGen. Bondoc added.

The construction of the Multi-Purpose Building amounted to Php 1 Million. Witnessing the inauguration were former Cong. Rolando Andaya, Jr., Board Member Trixie Makiling, other Barangay officials.

 

 

CAMP ELIAS ANGELES, Pili, Camarines Sur-Hot pursuit operation is on-going after another armed clash between government troops and members of Communist Terrorist Group (CTG) broke out in Labo, Camarines Norte around 8:10 in the morning, Wednesday, January 22.

 

Joint elements of 96th Infantry Battalion (96IB) and 2nd Provincial Mobile Force Company (2PMFC) of Camarines Norte Police Provincial Office were conducting combat operations in response to the report about the presence of the CTG when they encountered an undetermined number of communist terrorists in Barangay Malaya.

 

Firefight lasted for almost 30 minutes before the enemies withdrew towards the northwest portion of the said town.

 

According to reports, a military personnel was killed during the firefight, bloodstains along the terrorist group's withdrawal route indicate that the rebels also sustained casualties.

 

The said CTG was reportedly the same group that was encountered by the government troops at Barangay Submakin same municipality few days ago where a CTG leader, Marlon Asis AKA Pots was killed and several high-powered firearms were seized.

 

Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP assured the public of the military's intensified security operations to hunt down the fleeing armed insurgents.

 

Furthermore, Gen. Trinidad also reiterated that JTFB is not putting its guard down as it continues to implement full military force against the CTG.

 

However, JTFB once again emphasized its call to the members of the CTG to return to the folds of the law and avail the various programs of the government and live a peaceful life with their loved ones. Thru the RTF ELCAC, we will make sure that they will live a peaceful life.

 

 

CAMP ELIAS ANGELES, Pili, Camarines Sur- Pursuit operation is on-going against the communist terrorists after the recent encounter with government troops at the boundary of Barangay Tible and Mangcawayan, Lupi, Camarines Sur around 12:20 in the afternoon, Monday, February 3.

 

According to report, elements of 9th Infantry Battalion (9IB) were conducting combat operations in response to the report of the residents about the presence of the members of Communist Terrorist Group (CTG) when the clash broke out.

 

The firefight lasted for 25 minutes before the enemies scurried towards different directions.

 

Two military personnel suffered minor injuries and were immediately given medical attention.

 

Encountered troops recovered ten (10) molotov’s, one (1) cellular phone, one (1) backpack, and one (1) pc 30-meter long electrical wire on said vicinity clashed.

 

Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP once again thanked the public for the prompt report made which preempted the CTG's from conducting their illegal activities in the area.

 

Furthermore, Gen. Trinidad assured the public of a more intensified operation against the communist terrorists as the military works hand in hand with other government agencies to finally end the insurgency in the region through the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

 

Also, JTFB also underscored its call to the members of the CTG to abandon the armed movement and its useless cause and live a peaceful life with their families.

 

 

CAMP ELIAS ANGELES, Pili, Camarines Sur-The all-out campaign of the government against the Communist Terrorist Group (CTG) continues to yield positive results as another communist insurgent surrendered to the government Tuesday, January 14.

 

Johnro Asis AKA Jonel, 20 years old surrendered to the joint elements of 96th Infantry Battalion (96IB), 85th Infantry Battalion (85IB), Lopez Municipal Police Station and 2nd Quezon Provincial Mobile Force Company (2QPMFC) at Barangay Esperanza Ilaya, Lopes town in Quezon province.

 

It was learned that Asis, who is a member of Squad Uno, Platoon 1, Larangan 1, Komiteng Probinsya 1 of Bicol Regional Party Committee (BRPC) escaped from his group to seek help from government troops.

 

He also turned in a CZ rifle with four magazines and 159 rounds of ammunition.

 

His surrender comes after two armed encounters ensued between the government troops and CTG members in Camarines Norte province where a high-ranking CTG leader was killed and high-powered firearms were recovered.

 

Following his surrender, Asis will now be assisted by the military to be enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP) where he will receive appropriate cash assistance to help him reestablish his life.

 

Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP underscored that the military is committed to bring the armed CTGs who opted to continue threatening the peace and stability of the region on bended knees by enforcing full military force against them.

 

Furthermore, he once again encouraged the communist terrorists to follow the footsteps of the snowballing surrenderees who availed the government’s programs intended for them and are now enjoying a more peaceful life with their loved ones.
